Craig Hoffer, Investigator, Neenah Police Department
Investigator Craig Hoffer has over 20 years of law enforcement experience with the City of Neenah Police Department. This includes approximately 14 years as a SWAT operator, 7 years as one of the Assistant SWAT Team leaders, and over 13 years in the Investigative Services Unit. He spent almost 5 years as a narcotics investigator and currently works general investigations. He has been a certified Taser Instructor, Gas and Less-Lethal Munitions Instructor, a Field Training Officer, Emergency Vehicle Operations and Control instructor, and a General Law Enforcement Instructor. He is also a member of the NPD Wellness Committee. Investigator Hoffer, more importantly, is a proud husband to his wife, and father to 4 amazing children.

Kathy Voelker, Lieutenant, Neenah Police Department (Retired)
Lieutenant Kathy Voelker retired in January 2024, after 25 years in law enforcement, all with the city of Neenah Police Department. She was hired in 1999, promoted to Sergeant in 2005 and then to Lieutenant in 2007. She spent 5 years on the SWAT team before moving to Negotiations in 2012. She became the Negotiations Team Leader in 2014. Kathy was the Peer Support Coordinator, Domestic Abuse Liaison, a Critical Incident Stress Peer Debriefer, Wellness Committee Member and Assistant Accreditation Manager. She has a wife and 3 boys.

Jessie Nielsen, Trooper, Louisiana State Police
Trooper Nielsen has been married to his wife, Gina, for 23 years and is the father of two daughters. He has been a Louisiana State Trooper for the past 7 years with the Louisiana State Patrol (LSP). Prior to LSP, Trooper Neilsen served as a Patrolman for the Delhi Police Department and as a State of Louisiana Probation and Parole Officer. Trooper Nielsen has served as an LSP negotiator for 6 years.

Lorenzo Oritz, Officer, Phoenix Police Department
Officer Lorenzo "Enzo" Ortiz has 19 years of law enforcement experience working for both small and large agencies. Enzo has operated as a field trainer, firearms instructor, defensive tactics instructor, Special Response Team Officer, Community Action Officer, Crisis Intervention Detective, and Negotiator. Enzo spent the last 7 years of his career dedicated specifically to Crisis Interventions and Negotiations. He is currently a full time Negotiator and team lead for the Phoenix Police Department's Special Assignments Unit. Enzo has instructed throughout the United States for topics including negotiations fundamentals, philosophy, and mental health as it relates to negotiations. He is passionate when it comes to learning about, and sharing, the science behind crisis. Enzo also helps instruct Arizona police officers through the Arizona Tactical Officers Association, Basic Crisis Intervention Training in the Phoenix Metro Valley area, and the FBI's Regional Crisis Negotiation Courses.
In addition to his assigned duties, Enzo is the proud author of Bringing Hope: One officer's journey with empathy on a path to service. Prior to serving in law enforcement, Enzo attained a Bachelor's degree is Psychology and a Master's degree in Educational Administration. He is presently working towards achieving a Master's degree in Clinical Mental Health.

Jeffery James-Potts, Corporal, Orange County Sheriff's Office
Jeffery James-Potts brings nine years of law enforcement experience to his classes. He currently serves as a supervisor at the Orange County Sheriff’s Office. He has experience within the Criminal Intelligence and Narcotics Sections within the Orange County Sheriff’s Office and served eight years in the United States Army.
